Commissioners from Multnomah, Washington and Clackamas counties voted Monday for Lawrence Spence to succeed Democrat Ginny Burdick of Portland, who resigned Nov. 1 after 25 years to accept an appointment as one of Oregon's two members of the Northwest Power and Conservation Council.
