The Oregon Legislature put a lid on health care costs in 2019. It set a target for the annual per person growth rate of all the health care spending in Oregon.
The cost of health care was growing faster than wages. One way to stop it, legislators believed, was to put a lid on it.
Only took four years to learn you can't lid market clearing prices in complex adaptive systems. I'm impressed! The journey from 'we can control pricing!' to 'we are exempting the industry's primary driver of price inflation from the calculation' is classic Salem. Maybe one day they will be able to admit that inclusionary zoning reduces the number of housing units added per year!

In the November 2022 election, Oregonians passed — by a 68%-32% margin — Measure 113, which mandates that legislators accumulating 10 or more unexcused absences be barred from re-election. This now would apply to 10 senators who walked out of the current session. Republicans plan to challenge the intention and implementation of M113 in court.

Isn't the state the same ones who want to take over your health care thru a single payer scheme. Not to difficult to imagine how that will turn out.
