Editor's note: A previous version of this editorial incorrectly stated how often a person could be fined $750 for not complying with the code.Â
We have been writing about the proposal to add a home energy score requirement in Bend. And next week the Bend City Council is scheduled to vote on a first reading of the proposed ordinance.
What is a home energy score? It’s like a miles per gallon rating for your home. It can give potential purchasers information to judge how much energy costs will be.
What would the ordinance do? It would require a home seller to provide a home energy score when a home is listed for sale.
Why do this? It will provide an incentive for more people to upgrade existing homes. But to be clear, it does not require anyone to do any upgrades. It also provides more information about the costs of owning a home to a purchaser.
Will it actually work to increase energy efficiency in Bend over time? Maybe.
What if somebody doesn’t do it? They could face a fine of $750 every 45 days that a home is out of compliance. The city says its goal is not to hand out fines but to get people to comply.
Are there exceptions? Yes. But most people will have to do it.
The Bend City Council sure appears to us like it will approve this ordinance. If you have concerns about it or support it, you can let councilors know at council@bendoregon.gov.

Tell the Bend City Council what you think. You can email councilors at council@bendoregon.gov. If it decides to get involved, we think it should reach out to TC Energy to allow the company to present its perspective.
