Relatives and friends of murdered Central Oregon Community College student Kaylee Sawyer watch Gov. Kate Brown conduct a ceremonial bill signing of “Kaylee’s Law” at the Deschutes County Courthouse in Bend on Thursday. The law mandates steps to ensure that campus officers and their equipment do not resemble law enforcement or that security officers act in any law enforcement capacity. Sawyer was kidnapped and murdered in 2016 by on-duty COCC security guard Edwin Lara, who is serving life in prison.
