If all goes as planned, Central Oregon will gain more than 600 hotel rooms over the next two years as six hotels wind through the building process and Pronghorn Resort expands.

Bend could have 3,500 hotel rooms, an increase of 15 percent, and Redmond could have about 800 rooms, an increase of 32 percent.

Area hotels operate at occupancy rates above the national average of 66 percent and range from as high as 89 percent occupancy in the summer to below 48 percent in the winter, according to data provided by STR, a global hotel industry data firm.

Developers rely on such industry data when deciding where to put up hotels, said Kevney Dugan, Visit Bend CEO. They also look at how a community has historically accepted new growth into its accommodation mix, he said.

Recent data on the industry suggests that Bend can handle this increase in inventory, Dugan said. In 2018 about 300 more rooms became available with the Residence Inn Bend on Bond Street, the Best Western Premier Peppertree Inn at Bend on SW Yates Drive and the Fairfield Inn & Suites Bend downtown.

“If you look at Bend lodging industry data and the pace at which these rooms trickled into the market, it would suggest we can handle the additional inventory over the next three years,” Dugan said.

Under review by city planners are four hotels in Bend, two in Redmond and 104 additional rooms at Pronghorn Resort.

The Pronghorn expansion and an Element by Westin, a 112-room extended stay hotel on Wall Street near Pioneer Park in Bend, are under construction.

New hotels could mean additional revenue for the city of Bend, which collected $458,000 in transient room taxes in November, the most current month figures are available. Deschutes County collected $286,000 in the same period.

For the city and the county, the tax collections increased more than 7 percent compared to the same period in 2017.

A Hallmark Extended Stay Lodge is already permitted at 27th Street and Conners Avenue in Bend and will go out for construction bids in the next 60 to 90 days, said Ric Rabourn, Hallmark Inns & Resorts president and CEO.

The chain owns two other properties in Oregon but chose Bend after the former CEO had knee surgery and realized there were not many extended stay options near St. Charles Bend.

“We’ve looked at Bend for a long time,” Rabourn said. “A lot of our guests at the Newport location come from Bend.”

Of the two hotels proposed for Redmond, the Hampton Inn and a Holiday Inn Express, only the Hampton has building plans submitted to the city of Redmond, said Walt Ramage, NAI Cascade, a commercial broker representing the developers, Heritage Hospitality Group.

The same group plans the Home2 Suites by Hilton at SE 27th Street and Livingston Drive.

Heritage Hospitality has about 20 projects planned across the country and built 31 hotels since 2010, according to the company’s website.

“The developers are very bullish on the community,” Ramage said.

“It’s about the tourism and the pure growth in Central Oregon.

“Even though tourism numbers have started to flatten out, we’re not pulling out.”

The Hampton in Redmond received planning approval, said Chuck Arnold, Redmond Community Development economic development/urban renewal program manager.

The location of the Hampton and Holiday Inn Express is important to the city’s growth because of its proximity to the Deschutes County Fair and Expo Center and the Redmond Airport.

“Getting these two flagged properties in the south end of Redmond is not only good for the business traveler, but will also have positive impacts on the airport as well,” Arnold said.

“They will create an opportunity to attract larger scale events at the fairgrounds.

“This will move the needle in a good direction.”
