Cars sit on a street that collapsed after heavy rain in the Gulf of Mexico port city of Veracruz. The Gulf states of Mexico were scrambling under a deluge of water Wednesday as Tropical Storm Dolly moved inland over northeastern Mexico, just south of Texas.
