Why are they still texting?

Can anyone explain to me, if the fine for the use of a cellphone or texting while driving is $500, why are they still texting and talking on their cellphones that are not hands free? Why are there no billboards up letting people know or electronic signs along the roads flashing this message? Other states do this. Why doesn’t Oregon do this? You see them weaving all over the road talking or texting. I don’t know many people who can afford too many fines like that.
