Gary Hickmann was shocked last October to see the steep increase for the fee owed the Bureau of Land Management to use a 2-mile dirt road across public land he drives to and from his home.
What had been $444.55 for five years in 2007, the last time he’d received a bill, was now $1,727.02 for one....
