I just received my 2013 Deschutes County Real Property Tax Statement. Existing bond obligations (debt) make up 15.8 percent of my total tax bill. Measure 9-86, Bonds for Bend Park & Recreation District, proposes to add another 10 percent to that debt. For 2013, 9.5 percent of my total tax....
