Search for administrator hits snag

• 2 finalists receive offers, but neither signs up for the job of top manager

Deschutes County failed to lure either of two finalists for the county administrator post after offering the job to both of them.

The county Board of Commissioners had identified its two top picks after interviews and a public reception with five candidates in mid-September.
