In 1935, President Franklin Roosevelt, a Democrat, signed the original Social Security Act after the U.S. Congress passed the measure. Out of 77 U.S. senators voting yea, only 16 were Republicans. In the House, only 81 Republicans joined 284 Democrats in voting yea.
