The Oregon Lottery gambled $155,000 on “The ORcade,” a new website with colorful graphics and games to lure younger players. Lottery officials had $2.3 million lined up to advertise it. But, as The Oregonian reported, Gov. John Kitzhaber took one look and halted it.
