U.S. Sen. Jeff Merkley, D-Ore., wants to eliminate dependence on overseas oil in the next 20 years. He has an aggressive plan to do so — the Oil Independence for a Stronger America Act of 2011. We agree with him about the benefits but have questions about how he gets us there.
