State program participants' wages low, but they are denied food stamp benefit

Frank Smith rises each morning at about 5 a.m. in his Prineville home to get his two daughters, 3 and 5, ready for their day.

He then takes a bus to Bend for work in the JOBS Plus job training program, which is designed to help families on state aid.

He earns about $1,200 a month in the training....
