Drivers’ cell phone use should be stigmatized

Oregon drivers have been prohibited from using hand-held cell phones for more than two months, not that you’d know it by standing on a sidewalk and watching traffic pass. If there’s a rule of the road that motorists take less seriously than the phone ban, we don’t know what it is.
