Neighborhood groups

The Bulletin recently criticized the city of Bend for sponsoring neighborhood associations (NAs). They implied that NAs cost too much money, are redundant and often ineffective. I wish to address the redundant argument. I believe NAs are different than most self-starting groups in that they:
