Reining in credit card fees: lessons from the outback

SYDNEY — Changes in Australia’s credit card rules, instituted six years ago, were intended to reduce the cost of hidden fees for using plastic, but also allowed merchants to tack on new charges. Many have done just that, in some cases with fees that exceed the old ones.
