SALEM — Edward L. “Ned” Clark Jr., a former president of the Oregon State Bar and a pioneer in land use planning for Marion and Polk counties, died Friday. He was 86.
Clark practiced law in Salem for 42 years before retiring in 1995. He was also chairman of the Marion-Polk Boundary Commission....
