UNITED NATIONS — The tiny Pacific nation of Palau is creating the world’s first shark sanctuary, a biological hot spot to protect great hammerheads, leopard sharks, oceanic whitetip sharks and more than 130 other species fighting extinction in the Pacific Ocean.
