Bureau of Land Management crews carved a road about 500 feet into the Steens Mountain Wilderness last month, and expanded more than a dozen miles of old roads elsewhere in and along the adjacent Blitzen River Wilderness Study Area in southeast Oregon.
Roads and motorized vehicles are not allowed....
