Russ Hanson headed to the Crook County Fair around 4:30 p.m. Wednesday, with a mission. Wearing a green vest filled with thermometers, pens and sanitary wipes, and carrying a metal clipboard chock-full of forms, Hanson strode through the fairgrounds, pausing to look at the various booths.
