To most ordinary mortals, spending less is better. Not so for the august legislators who voted for Oregon House Bill 2867.

For them, getting the same quality work at a lower price is not a good thing.

When supporters of HB 2867 promoted their bill, they cooed over its benefits for taxpayers.....
