Swalley district pays big to halt Bend’s growth

It says it won’t survive if city expands too far north, but legal costs pile up on both sides

SALEM " In the land use equivalent of a pro-wrestling cage match, Swalley Irrigation District has spent more than $150,000 to battle Bend's expansion, a figure amounting to more than a third of the fees the district collects annually from its roughly 700 customers.
