In Oregon, the fourth drunken driving conviction is a felony, but that doesn’t mean the consequences get much worse: Prison time can’t be more than 21⁄2 years. Is there a fix?

Since the beginning of this year, more than a dozen people have been charged with felony drunken driving in Deschutes County, meaning they’ve had at least three previous DUII convictions within the past 10 years.

At least three of them — two facing their eighth DUII charges....
