No long-term funds in sight, Bend could outsource its bus system

Bend’s fixed-route bus system has only been around for about three years, but the city has been looking for help funding it for nearly a decade.

Voters have rejected three property tax measures to pay for it, and the city killed a road project in the 2009-11 budget in order to continue....
