OLYMPIA, Wash. — A Central Oregon runner placed first Sunday in the women’s division of the Capital City Half Marathon.

Mariel Ettinger, 28, of Bend, set a course record in the 13.1-mile race with a time of 1 hour, 18 minutes, 55 seconds. Her margin of victory was impressive....
