Tax hike proposals could spur a ballot campaign

SALEM — The last time Oregon was in a recession as severe as this one, then-Republican Gov. Vic Atiyeh in 1982 persuaded the Democratic-controlled Legislature to enact a temporary income tax surcharge to protect state services from cuts.
