You gotta hand it to Banner Bank of Walla Walla, Wash., and its Portland subsidiary, Community Financial Corp., for their efforts this month to help builders they financed sell homes by offering 30-year mortgages with fixed rates as low as 3.875 percent to qualified buyers.
