Obama signs spending bill despite criticizing earmarks

WASHINGTON — Wednesday morning, President Barack Obama stepped before cameras to call on Congress to impose new rules curbing pet spending projects. In the afternoon, he signed a $410 billion package jammed with pet spending projects, this time with no cameras to record the moment.
