Two dozen preschoolers jumped, squirmed and shouted Thursday in the two Head Start classrooms at the Deschutes Children’s Foundation building in Bend, moving from snack to puzzles and books in a whirlwind of noisy activity.
That noise has grown as the number of preschool-age children....
