PORTLAND — Gas prices appear to be leveling off in Oregon after rising more than 20 cents per gallon in the past month. Oregon’s average for a gallon of regular fell four-tenths of a cent in the past week to $1.96 while the national average fells three-tenths to $1.84. AAA....
