EUGENE — A Eugene company is planning a $45 million wood-fired power plant to generate enough electricity for 13,000 houses. Seneca Sawmill Co. says construction will begin in October, and the plant will be up and running in 2010. The 18.8-megawatt plant would burn wood wastes....
