Physician and museum founder called traditional medical billing practices ‘immoral’

LOS ANGELES — Robert Gumbiner, a physician and HMO pioneer who built the managed-care giant FHP then used his fortune to found the Museum of Latin American Art in Long Beach, Calif., has died. He was 85.
