COLOMBO, Sri Lanka — Sri Lankan troops on Friday captured Elephant Pass, the Tamil Tigers’ last stronghold on the Jaffna peninsula, seizing control of a base and a symbolic highway, and isolating the retreating rebels in a shrinking slice of northeastern jungle.
