PORTLAND — Portland’s Crime Stoppers program has approved an enhanced reward of $10,000 for tips solving the mystery of who fatally shot a 30-year-old Portland woman in her car early New Year’s Day of 1994.
The victim, Kimberly Jean Dunkin, was found shot to death....
