Engine on? Oil-filler cap stays on, too — period

Q: I removed the oil-filler cap from the valve cover to add some oil. When the engine is running, I can feel little puffs of air coming out of the hole. In fact, little drops of oil fly out of the opening. If I hold my hand right next to the hole, the oil lands on my palm.
