Harry Albright, who as superintendent of the New York State Banking Department in the early 1970s championed the needs of consumers, died Sunday in Valhalla, N.Y. Albright, who later became chief executive of the Dime Savings Bank of New York, was 83 and lived in Pocantico Hills, N.Y.
