Lake Billy Chinook is a gathering spot for C.O.’s watersports enthusiasts

CULVER — Blaine Florance sliced through the water on his ski, let go of the rope, and came to a jolting stop near the floating dock on Lake Billy Chinook.

The boat that dropped him off made a hard 180-degree turn and headed back the other way.
