Officials expect to finish first batch of claims this month

Tom McDonald envisioned his 6,240-acre Ashwood ranch, in his family since the 1800s, with about 4,500 homes, a riding arena and possibly a restaurant. It would transform the tiny town, 20 miles northeast of Madras, where houses sit on large ranches dotted with sagebrush and cattle.
