Madras sewer fines anger Tops Trailer Park residents

MADRAS — Officials from the Oregon Department of Environmental Quality heard Tuesday evening from nearly 50 Tops Trailer Park residents who said if the park is forced to connect to the city’s sewer system, about 60 low-income families could be forced out of their homes.
