GRESHAM — Josh Koga heard something that sounded like fireworks or gunshots, then he felt the pain in his foot.

Then he saw the blood.

Gresham police say a bullet fired into the air late Sunday by 18-year-old Emilo Villegrana and 16-year-old Austin Hoover hit Koga’s foot....
