Did the juvenile justice system fail him?

Justin Costantino killed himself, in front of police, with a bullet to the head in May. Even at 17, he had long been an offender — and it appears the system probably did little to help him.

Negotiators tried to get Justin Daniel Costantino to give up his gun and surrender for nearly an hour before the 17-year-old shot himself in the head with a 9 mm handgun at Pronghorn resort the night of May 27.

He had repeatedly fired at police and reloaded the gun during two separate car chases....
