A few years ago, Bend skateboarder Jason Chinchen was driving on Division Street when he passed under the Bend Parkway. He noticed a large, boulder-strewn lot beneath the overpass, and an adjacent swath of vacant land just to the west.
Where someone else might have seen little more than dirt,....
