Biggs bridge reopens after construction

After almost five months of construction, the Biggs Rapids Bridge connecting Oregon and Washington on U.S. Highway 97 reopened Monday evening. The opening was four days ahead of schedule, and the bridge will remain open throughout the summer before closing again Sept. 3. Construction is expected....
