Iraqi leaders to give cash for insurgents’ weapons

BAGHDAD — Iraqi officials on Friday gave insurgents in the northern city of Mosul a 10-day amnesty period to turn in weapons for cash payouts, the government’s latest effort to regain control of the largest insurgent stronghold in Iraq.
