MILWAUKEE — Department store stalwarts J.C. Penney Co., Nordstrom Inc. and Kohl’s Inc. all reported steep drops in first-quarter profits Thursday as Americans snubbed apparel to focus on basic necessities at discounters in a challenging econ- omy.
