Limbo does not work well for the Badlands. Regarding your editorial of March 28, what set of circumstances do you think need to occur for the Badlands to be declared a wilderness? You seem to feel that the Badlands belong to Central Oregon and can, therefore, be controlled by Central Oregonians.....
