’05 sewer squabble lands city of Bend in court

Apartment complex’s suit seeks $510,000

One Sunday morning nearly three years ago, thousands of gallons of raw sewage came spouting out of sink drains, toilets and bathtubs in the first-floor apartments at the Riviera near Northwest Portland Avenue in Bend.

The sewage ran several inches deep in some places, leaving a thin brown film....
