PUC may oust, penalize board

Water bill surcharges total $118,000; funds slated for improvements not accounted for

In a rare move, the Oregon Public Utilities Commission on Monday gave Crooked River Ranch Water Company board members notice that they have two days to show what happened to roughly $118,000 paid by customers or risk being ousted.

The sum was collected through an $8 surcharge on water bills....
