EUGENE — Oregon State Police say a drunken driver caused a fatal head-on crash on Highway 99 north of Eugene.

The crash last week killed 23-year-old Justin Dougherty of Eugene.

Police have arrested 43-year-old Eduardo Gutierrez. Investigators say he was driving a pickup on Highway 99....
